I don't understand why the boat didn't stop and render assistance to the swimmer. He was the first priority. I'm sure the skipper could have interposed his boat between the IRB and the swimmer, thereby protecting the swimmer from possible propellor strike.
The recovery of the IRB was a secondary consideration, but seemed to be at the forefront of the boat's actions.
I suspect the filming boat could have used a boathook to impede its progress, too.
I think there were a number of faults displayed by all parties to the video.
